NOT ELIGIBLE-INSUFFICIENT SERVICE

NOT ELIGIBLE-INSUFFICIENT SERVICE

Where it appears: The rejection remark mostly on Form 10C (pension) and on Form 31 advances that need a minimum service, under Track Claim Status.

Also "NOT ELIGIBLE INSUFFICIENT SERVICE", "Insufficient Service" and "NOT ELIGIBLE DUE TO INSUFFICIENT MEMBER SERVICE."

The short answer
What it means
The service EPFO can see on this member ID is shorter than the claim needs.
The fix
Transfer your earlier member IDs into the current one with Form 13 so the full service counts, then refile. If your service really is under six months, claim with Form 19 only.
Get help when
Old IDs won't transfer, or the dates of joining and exit are wrong.

What it means

Some claims need a minimum service: a Form 10C pension withdrawal needs at least six months of EPS service, and a Form 31 partial withdrawal needs twelve months' membership under paragraph 46 of the EPF Scheme 2026 (see the PF partial withdrawal rules 2026). EPFO counts the service on the member ID you claimed from. If your earlier jobs are on other IDs that were never transferred, the office sees only the current job and rejects the claim.

Why it happens

  • Previous member IDs were never transferred into the current one.
  • The date of joining on the ID is later than it should be.
  • Your EPS service is genuinely under six months, so only the PF part can be withdrawn.

What you can do yourself (free, on the EPFO portal)

Everything in this list is done on EPFO's own portal or with your employer, and none of it needs a paid agent. I never ask for your OTP, UAN password or bank login, and nobody else should either.

  1. Open View → Service History and add up the service on every member ID under your UAN.
  2. If older IDs are separate, file a transfer (Form 13) into your current ID and wait for it to complete.
  3. If your total EPS service is under six months, file Form 19 for the PF balance only.
  4. Refile after the transfer shows as settled.
  5. If nothing moves, file a grievance on EPFiGMS. It is EPFO's own grievance portal and it costs nothing. Quote your UAN and the exact message, and keep the grievance number.

When it needs help

  • The transfer is stuck or keeps getting rejected.
  • Your joining or exit dates are wrong.
  • Service overlaps between two employers.

Which guide covers it

The fix route for this message is in PF transfer stuck.

Who this page doesn't help

If your service history is complete and the dates are right, this isn't your page: ask the PF office for the service they counted, by grievance.

Questions people ask about this message

I worked for years. Why does EPFO say insufficient service?

Usually because the earlier jobs sit on other member IDs that were never transferred. Transfer them and the service adds up.

How much service does Form 10C need?

At least six months of EPS service. Below that, only the PF balance can be withdrawn through Form 19.
