Labour Code state rules tracker: which states have notified rules under the four Codes
The four Labour Codes are in force since 21 November 2025 and the central rules since 8 May 2026, but each state has to notify its own rules. As of 30 October 2026 six states and UTs have final rules under all four Codes; Punjab has drafts only. This table tracks every state's position, with the source, and is updated in place.
Have the states notified their Labour Code rules?
Partly. The Codes have been in force since 21 November 2025 and the central rules since 8 May 2026. As of 30 October 2026, final rules under all four Codes exist in six jurisdictions (Andhra Pradesh, Arunachal Pradesh, Bihar, Gujarat, Ladakh, Uttar Pradesh), a handful more have final rules under some Codes, and the rest, Punjab included, have published drafts only. The table on this page shows each state's position with its source and is updated in place.
Current status
Partially live. The four Codes (Wages; Industrial Relations; Social Security; Occupational Safety, Health and Working Conditions) are in force since 21 November 2025, and the central rules were notified on 8 May 2026 (both confirmed in the Ministry's Lok Sabha answer of 20 July 2026). The Labour Secretary told the press on 24 September 2026 that all States and UTs may notify their rules by 31 October 2026; that was a target, not a notification. As of 30 October 2026, six jurisdictions have final rules under all four Codes: Andhra Pradesh, Arunachal Pradesh, Bihar, Gujarat, Ladakh and Uttar Pradesh. Rajasthan, Uttarakhand, Lakshadweep, Mizoram and Jammu & Kashmir are final under some Codes. Everyone else, Punjab included, has drafts only. The table below is the state-by-state position as of the date at the top of this page.
This page tracks which rules are in force where. For what the wage definition does to your payroll, read the 50% wage rule post or try the CTC calculator.
State-by-state table
Codes: CoW = Code on Wages, 2019 · IRC = Industrial Relations Code, 2020 · CoSS = Code on Social Security, 2020 · OSH = Occupational Safety, Health and Working Conditions Code, 2020. Each cell reads Final (rules notified in the state gazette), Draft (pre-published for objections, final not yet notified), None (nothing published) or Unclear (sources disagree). The Source column links to the state department page or a gazette copy where I have one.

What you can do yourself for free
The notifications are public. You don't need me to read them.
- Open the Shram Suvidha portal and the labour department website of each state you operate in. Look for "rules" under each Code, and note whether the document is a draft (inviting objections) or a final notification.
- Keep a one-page list: state, Code, status, notification date, link. That list is what an inspector or an auditor will ask you to show you relied on.
- Compare your registers and returns with the forms in the notified rules. Where your state is pending, keep the existing state registers going.
What has not changed
- PF and ESIC contributions, due dates and portals are still under EPFO and ESIC. The Code on Social Security changes the framework, not the monthly routine, until the relevant notifications say otherwise.
- Where a state has no final rules under a Code, the rules under the repealed Acts continue so far as they are consistent with the Code, and the existing state registers and returns carry on.
- The wage definition is in the Codes, not in the state rules, so the 50% test applies already.
- NidhiSetu is independent and not affiliated with any labour department, EPFO or ESIC; the notifications are free to read.
How I keep this page current
I check the state gazettes and Shram Suvidha, change a cell only when I have the notification in hand, and record the date in the changelog. If you spot a notification I have missed, tell me and I'll verify and update it.
What this means for you
If you are an employee
- Your take-home can change when your employer restructures salary to meet the wage definition. Ask for the revised structure in writing.
- Full-and-final settlement timelines and leave encashment come from the Codes and the rules of the state you work in.
- The Codes don't change your PF or ESIC rights by themselves; those are still under EPFO and ESIC rules.
If you are an employer
- Until your state notifies final rules under a Code, the Code itself applies and the rules made under the repealed Acts continue so far as they are consistent with it (section 24 of the General Clauses Act and the savings clause in each Code). Keep the existing state registers and returns going until the new ones are notified.
- Registers, returns and licences follow the state rules once notified. Multi-state employers need this per state, per Code.
- Payroll restructuring for the 50% wage definition can't wait for the last state: the definition is in the Codes, which are already in force.
Changelog
What I checked, and when. The newest entry is first.
- First full check of every row against state labour-department pages, gazette copies and four compliance trackers. Final rules under all four Codes: Andhra Pradesh, Arunachal Pradesh, Bihar, Gujarat, Ladakh, Uttar Pradesh (UP's Industrial Relations rules on 16 October 2026). Partly final: Rajasthan, Uttarakhand, Lakshadweep, Mizoram, Jammu & Kashmir. Punjab: drafts of 29 December 2025 and 22 January 2026 only, confirmed on the department's notifications page. Cells I could only establish from trackers are marked with a dagger; cells where sources disagree say Unclear.
- Labour Secretary reported as saying ten states have published final rules and all States/UTs may notify by 31 October 2026. A target, not a notification.
- Lok Sabha answer: Codes in force from 21 November 2025, central rules notified 8 May 2026, "most of the States/UTs" have finalised or pre-published rules. No state-wise list given.
- Central rules under the four Codes notified in the Gazette of India: Industrial Relations G.S.R. 342(E), Code on Wages G.S.R. 343(E), Social Security G.S.R. 344(E) and OSH G.S.R. 345(E), all dated 8 May 2026 (the OSH rules appeared in the e-Gazette on 9 May).
- The four Labour Codes came into force (S.O. 5319(E) to 5322(E) of 21 November 2025; PIB release 2192463). The Code on Wages and the Code on Social Security commenced in part: the EPF Act 1952 is not among the Acts repealed.

Operating in more than one state?
The hard part is not reading one state's notification. It is keeping registers, returns, licences and payroll consistent across every state you operate in, as each one notifies its rules at a different time.

Questions people ask
Are the Labour Codes in force?
Yes. The four Codes came into force on 21 November 2025 and the central rules were notified on 8 May 2026, as the Ministry confirmed in a Lok Sabha answer on 20 July 2026. State rules are notified separately by each state.
What applies while my state's rules are pending?
The Codes themselves apply everywhere. Where your state has not notified rules under a Code, the rules made under the repealed Acts continue so far as they are consistent with the Code (section 24 of the General Clauses Act and the savings clause in each Code), so existing state registers and returns carry on. Confirm the position for your state with the labour department or a labour-law professional.
Why is Punjab first?
Because most of the businesses I work with are in Punjab, from Ludhiana. The states follow alphabetically, then the union territories.
Is 31 October 2026 a legal deadline for states?
No. It is a target the Labour Secretary gave to the press on 24 September 2026 for all States/UTs to notify their rules. It is not a notification and it creates no penalty for an employer.
How do I know a cell is current?
Each cell says Final, Draft, None or Unclear and the Source column links to the state page or gazette copy. A dagger (†) means I have the status from consistent compliance trackers but have not seen the gazette myself. Unclear means the sources disagree. The changelog shows the date of every check.
